National minimum wage in detail
There is a unified national minimum wage in Russia, covering all employees. The rate is fixed by federal law, generally once a year, and payment below the set level is prohibited. Since January 2019, the national minimum wage has been RUB 11,280 (EUR 150.16) per month. In order to take account of regional differences, a regional minimum wage can be set at a higher rate in a Regional Agreement, but there is no obligation on the regions to do this. For example, the regional minimum wage in Moscow is RUB 18,781 (EUR 250.01) per month; in the greater Moscow region it is RUB 14,200 (EUR 189.01) per month and in Saint Petersburg it is RUB 18,000 (EUR 239.62) per month.
Note that in the chart, we have specified the minimum wage at its lowest level, even though in some regions the rates differ, as we are of the view that this figure is representative.
